Pelagic

Pelagic is a class of organisms that swim through the ocean, and may rise to the surface, or sink to the bottom. They are not confined to live on the bottom as benthic organisms do.

In other words these organisms are capable of living at any place from top to bottom in the oceanic water column and are not restricted to living at the bottom.
